The Division for Science and Technology (DCTEC) of the Brazilian Ministry of External Relations (MRE) is responsible for bilateral and multilateral cooperation in science, technology and innovation. DCTEC is NoPa's political partner on the Brazilian side.

The Brazilian Ministry of Science, Technology and Innovation (MCTI) develops and coordinates Brazilian policies for science and technology development.

The Brazilian Ministry of the Cities (MCid) develops and coordinates the Brazilian policies for urban planning and development such as urban transportation and mobility, housing and urban sanitation.

CAPES (Coordination for the Improvement of Higher-Level Personnel) has a key role in expanding and consolidating graduate programs (Masters and Doctorate) in Brazil.

The German Federal Ministry for Economic Cooperation and Development (BMZ) devel-ops the guidelines and the longterm strategies of the German development policy. For the execution of its projects it commissions implementing organizations. These organizations work with executing agencies in the partner countries, which are selected by the government of that country.

The German Academic Exchange Service (DAAD) is a non-profit organization that gathers 231 tertiary education institutions and 125 student associations in Germany. DAAD supports the internationalization of German universities, promotes abroad, assists in establishing effective universities and advises decision makers on matters of cultural, education and development policy.

Commissioned by the German Government, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) promotes international cooperation to contribute with functional, sustainable and efficient solutions to processes of political, economic and social change.
